 Abstract 

The article considers the possibility of preserving a federal state in the conditions of global instability. Constitutional reforms of federalism play an important role in improving the system of Federal relations formed under the influence of globalization processes. Globalization is the cause of economic and socio-political instability. This has a negative impact on state sovereignty. On the other hand, globalization is a catalyst for the deformation of traditional mechanisms of government. The experience of federal relations between Germany, Russia, the USA and Canada proves the possibility of building a stable federal state. The immigration crisis has become an obstacle for many states. The state needs rational measures in order not to artificially accelerate the processes of globalization.
